National deputy for Unión por la Patria Pablo Yedlin presented a bill of declaration warning about the risks of the announcement to downgrade the National Agency for Disability (ANDIS), whose functions will be absorbed by the Ministry of Health. In the initiative, which is supported by the signatures of important deputies from the main opposition bloc, the Tucumán legislator warned that the transfer of functions to the Ministry of Health, currently led by Mario Lugones, is being carried out without a comprehensive transition plan that guarantees the continuity of public policies, documentary preservation, and administrative transparency. "We are facing a measure that not only weakens the institutional framework of disability policies in Argentina, but also puts documentation at risk in an area that is currently the subject of judicial and journalistic investigations," Yedlin stated. The text presented in the Lower House, to which the Argentine News Agency had access, emphasizes that the restructuring could seriously affect accountability, as the movement of files and the dissolution of the body without due control processes could erase critical evidence. Within the framework of the project, the National Executive Branch is urged to "immediately publish the administrative acts that provide for the dissolution or transfer of ANDIS functions, along with their technical, budgetary, and legal grounds." Additionally, the government is required to guarantee "the full and uninterrupted continuity of benefits, pensions, programs, and supports for people with disabilities." Furthermore, it is urged to "adopt specific measures for the safeguarding, preservation, and custody of all physical and digital documentation, including files, databases, computer systems, and administrative records." In this regard, the Executive Branch is called upon to "submit this entire process to comprehensive audits by the competent control bodies and to the supervision of the National Congress." It also demands "the participation of representative organizations of people with disabilities in monitoring the institutional transition." Lastly, the government is urged to "comply with the Disability Emergency Law (Law 27.793) and that these modifications do not imply any delay in this regard."
